The City’s Health Element, known as the Plan for a Healthy Los Angeles, lays the foundation to create healthier communities for all Angelenos. As an Element of the General Plan, it provides high-level policy vision, along with goals, policies, objectives and implementation programs, to elevate health and environmental justice as a priority for the City’s future growth and development. The Health Element serves as the primary location for environmental justice policies, in compliance with Senate Bill 1000.
The Plan for a Healthy Los Angeles was formally adopted in 2015, with a technical update adopted in 2021. A multi-year effort to update the Health Element together with the Air Quality Element to create a new Health and Environmental Justice Element was initiated in 2023; however, funding for this work program was not renewed in the City’s adopted budget for fiscal year 2025-26. As a result, this work was discontinued in Fall 2025. A Preliminary Draft of the Health and Environmental Justice Element was released for public review in June 2025 and feedback has been compiled and maintained for future use in the event staff resources are restored and the program is restarted.
The Plan for a Healthy Los Angeles was informed by the Health Atlas for the City of Los Angeles, which quantifies and communicates several different metrics of community vulnerability to shape appropriate policy interventions. The original Health Atlas 2013 was also released as an interactive version, which includes health focused profiles by Community Plan Area. In addition, the Health Atlas maps have been updated with the most recent available data and compiled in the Health Atlas 2021.
