At a special meeting on November 17, 2025, the Planning and Land Use Management (PLUM) Committee directed City Planning to develop recommendations related to the Upzoning and Phased Implementation strategy (Approach C). On December 2, 2025, the City Council subsequently voted to direct further analysis and the preparation of formal recommendations regarding SB 79 implementation. On February 18, 2026, the Department of City Planning transmitted a follow-up report, exploring citywide impacts of a phased implementation approach and proposed upzoning options. On March 24, 2026, City Council directed City Planning to pursue a phased Implementation approach to implement SB 79 locally by 2030 and immediately initiate an expansion to the Corridor Transition (CT) Program (Option 1), extending CT incentives to single family and lower residential parcels and expanding incentive applicability to half mile buffers around eligible transit stations while excluding HPOZ’s.
